Israel will prosecute fans of Beitar Jerusalem FC who ran wild in a shopping mall in the city, chanting anti-Arab songs and attacking Arab workers.
CCTV shows a large crowd of Beitar fans shouting "Death to the Arabs" and "I hate all Arabs" as they ran riot although no complaints have been filed with police.
The police reportedly arrived 40 minutes after the incident began.
According to Israeli-Arab midfielder Abbas Suan, who plays for Bnei Sakhnin, Beitar Jerusalem fans are the most dangerous in Israel.
"It's the most dangerous team in the Israeli league today," he told Haaretz.
"They are very dangerous, they should be stopped. It is unacceptable for people to attack someone because of his religion or skin colour."
One suggestion to dilute Beitar fans' racism is to include an Arab player on the team.
The mall covers 400,000 sq metres of commercial space and contains 250 shops. Between 3,000 and 4,000 people work there - several hundred of them Arabs.
