A Beyoncé fan has sparked controversy after starting an online petition urging the superstar and her rapper husband Shawn 'Jay Z' Carter to take better care of their daughter's appearance.

Jasmine Toliver used Change.org, the world's leading platform for social change, to voice her concerns over the state of Blue Ivy's hair.

The petition entitled 'Comb Her hair', accompanying with a recent image of Jay Z carrying his two-year-old daughter in New York, has attracted more than 3,000 signatures in 24 hours.

"As a woman who understands the importance of hair care. It's disturbing to watch a child suffering from the lack of hair moisture," it reads.

"The parents of Blue Ivy. Sean Carter A.K.A Jay-Z and Beyoncé has failed at numerous attempts of doing Blue Ivy Hair.

"This matter has escalated to the child developing matted dreads and lint balls. Please let's get the word out to properly care for Blue Ivy hair."

But while some fans expressed similar views over the toddler's grooming, others claimed that the child should not be ridiculed and more focus be placed on important issues such pushing legislation banning child brides.

"I feel like this is an ignorant petition because there are real issues in the world that need action but not Blue Ivy's Hair," one said.

Another wrote; "It ain't a big deal but they need to comb the baby's hair for heaven's sake Beyoncé comb her hair."

"Cruelty to children has to stop," a third added.

Although the Carters have not commented on the petition, it comes as a welcome distraction from the couple's rumoured marital woes.

Not only has Jay Z been linked to a number of women in recent weeks but it had been suggested that Beyoncé's sister Solange Knowles attacked the 99 Problems star in a lift after the Met Gala because she thinks Queen B deserves better.

In the infamous footage leaked by TMZ, Knowles is seen kicking and punching her brother-in-law in a lift at the Standard Hotel while Beyoncé fails to intervene.
