In what seems to be one of the most significant budget reconciliation bills in modern US history, the 'One Big Beautiful Bill', also known as the 'Big Beautiful Bill', is set to take effect on 4 July once US President Donald Trump signs it into law.
The law's effectiveness, viewed as a 'polarising symbolism' of the various changes it will make to different parts of the government, will determine which areas receive the most budget or face cuts, as well as various tax deductions across multiple government bodies and other industries.
Timeline of 'Big Beautiful Bill'
First introduced in the House in March 2025, the 'Big Beautiful Bill' passed the House of Representatives in May after intense partisan negotiations.
The Senate took up the measure in early June, adding several amendments before approving it in a narrow 52–48 vote late last week.
Now on the President's desk, the bill promises sweeping changes to infrastructure and immigration policy — key pillars of Trump's 2024 campaign promises — and is expected to become law by early next week.
Tax-Related Provisions
One of the most significant provisions included in the 'Big Beautiful Bill' is related to tax reductions. Under the bill, it permanently extends the 2017 Tax Cuts and Jobs Act, including lower individual rates. It makes tip and overtime income tax‑free, with new deductions for seniors and families, such as a boosted child tax credit of up to $2,200 (£1,611.82) per child.
Moreover, the bill lifts the SALT deduction cap from $10,000 (£7,326.45) to $40,000 (£29,305.80) through 2028, benefiting homeowners in high-tax states.
It also introduces 'Trump Accounts', tax-deferred savings vehicles for children, and implements a 1% levy on remittances. Corporate and small-business breaks include permanent Section 199A pass-through deductions and full expensing provisions, while clean energy tax credits are repealed.
According to the Congressional Budget Office (CBO), these tax cuts, combined with social programme cuts, are expected to increase the deficit by approximately $3.3 trillion (£2.42 trillion) over the next decade.
Boost in Defence Spending
The 'Big Beautiful Bill' delivers a historic surge in US defence spending, adding an extra $150 billion (£109.90 billion) for fiscal year 2026 and pushing the total military budget past $1 trillion (£732.49 million) for the first time.
Central allocations include $29 billion (£21.25 billion) for new Virginia-class submarines and advanced destroyers, $25 billion (£18.32 billion) to launch the ambitious 'Golden Dome' missile-defence initiative, and another $25 billion (£18.32 billion) to strengthen munitions production and secure critical minerals.
The bill also earmarks $16 billion (£11.72 billion) for emerging technologies like drones and AI, $15 billion (£10.99 billion) to modernise the US nuclear triad—funding projects like the B-21 bomber—and $12 billion (£8.79 billion) to expand Indo-Pacific deterrence capabilities.
An additional $9 billion (£6.59 billion) is set aside for next-generation air-superiority platforms, including the F-15EX. Together, these provisions reflect a sweeping effort to bolster US naval power, missile defence, and technological edge amid escalating global competition.
ICE Spending Up, Medicaid Down
Over the next four years, the bill increases ICE funding from $10 billion (£7.33 billion) to over $100 billion (£73.26 billion) by 2029, making it the largest‑funded federal law‑enforcement agency and allocating $29.9 billion (£21.91 billion) to hire 10,000 new agents, plus funds for deportation logistics, detention beds, and court proceedings.
Simultaneously, it enacts historic $1 trillion (£732.49 million) cuts to Medicaid, introducing new strict 80-hour monthly work requirements, biannual eligibility checks, and reductions to provider tax funding.
Analysts warn that these changes could strip healthcare from nearly 12 million Americans by 2034, disproportionately affecting rural hospitals and low-income individuals. Critics, including the ACLU, decry the bill as a 'death sentence' that sacrifices vital medical services to fund ICE's expansion.
