The tension in the United States has transcended beyond usual political arguments, transforming into genuine fear about the government's use of power. With the midterms fast approaching, seeing federal agents on the streets of Democratic cities feels like more than just standard immigration control—for some, these deployments look less like enforcement and more like a dangerous strategy to undermine the vote itself.
Sen Chris Murphy (D-Conn) believes the Trump administration's deployment of federal immigration personnel to cities nationwide is part of a quest to 'take control' of the midterm elections. The accusation is stark: the federal government is manufacturing instability to justify a takeover.
Federal Strategy to Undermine Local Governance
Speaking to host Dana Bash on CNN's State of the Union, Murphy presented a scenario that deliberately undermines local governance. 'It has always been, I think, the fear, and now I think closer to the reality that the Trump administration is creating this mayhem, particularly in cities in swing states, in order to take control of the election, to say, "Oh, the city's out of control, the state's out of control, you can't trust the state government, we just need to run the election in November",' Murphy explained.
The senator suggests that by creating a visual and visceral sense of disorder, the White House builds a narrative that state officials are incompetent. If the public believes their cities are ungovernable, they may be more willing to accept federal intervention in the electoral process itself.

Deadly Consequences in Minnesota
Murphy delivered his remarks against the backdrop of a tragedy that supports his theory of manufactured chaos. Less than 24 hours before his appearance on State of the Union, a Customs and Border Protection (CBP) agent fatally shot 37-year-old Alex Pretti, an American citizen, in Minneapolis. This was not an isolated patrol gone wrong but the result of a massive surge in federal presence.
The administration has sent thousands of CBP and Immigration and Customs Enforcement (ICE) personnel to Minneapolis. Officially, this deployment is amid a federal probe into fraud within Minnesota's social services programmes. However, the result has been violence involving citizens, contributing to the very 'mayhem' Murphy insists is being weaponised for political gain.
Attorney General's Letter Demands Voter Rolls
The strategy appears to be two-pronged: physical force on the streets and legal pressure on statehouses. Murphy pointed to a letter sent on Saturday to Minnesota Gov. Tim Walz (D) as 'definitive proof' of the administration's broader ambitions. In the document obtained by multiple outlets, Attorney General Pam Bondi issued sweeping demands to the governor, asking Walz to share state records on Medicaid and Food and Nutrition Service programmes and to repeal migrant sanctuary policies.
Most critically concerning the upcoming vote, Bondi demanded that the state turn voter rolls over to the Department of Justice (DOJ). The stated purpose was to 'confirm that Minnesota's voter registration practices comply with federal law'. Murphy sees this request for voter data as the crucial final step, representing the transition from physical enforcement to administrative control over who casts a ballot.
Pattern of Deployment to Democratic Cities
This friction between federal agents and local populations is not unique to Minnesota. Over the past year, the administration has sent federal immigration enforcement to other Democratic-run cities and states, including Los Angeles, Chicago, New York City, and Maine. These deployments have consistently sparked concerns from local and state officials, as well as local law enforcement agencies.
For Murphy, the objective is clear and dangerous. He argues the White House is 'trying to trade the presence of ICE and the murder and mayhem that they are causing for control of Minnesota's elections'. 'That's just wild,' the Connecticut Democrat added. 'Minnesota shouldn't stand for that. The American people shouldn't stand for that.'
