The RSPCA are looking for a man who was caught on CCTV swinging a cat by the tail whilst walking down a street in Kent.

The man was spotted swinging the cat outside the Camden Arms pub in Ramsgate at 08:15am on 29 October.

At one point another man, thought to be an accomplice, is struck by the spinning cat, whose name is Mowgli.

Last night the owner of the two-year-old Mowgli appealed for the public's help in naming the man for the "appalling" cruelty.

"What happened is horrific. I just can't believe that there is anyone out there who would want to do this," said Michelle Buchanan, an IT teacher from Ramsgate. "This guy thinks he has got away with it but he must be stopped and held accountable.

"Mowgli is emotional. He's just distraught. He won't go out the door."

"This was a very violent, nasty attack on a cat," said RSPCA inspector Caroline Doe.

"Anyone who witnessed this outside the pub must have been shocked and appalled as we were.

"We are hoping that someone will recognise this man and come forward so we can investigate this fully."

The incident echoes the story of Mary Bale, who had to be given police protection after she was filmed on CCTV dumping a cat in a wheelie bin near her home in Coventry.

Bale, 45, was fined £250 after pleading guilty to causing unnecessary suffering to an animal and blamed her actions on "a split second of misjudgement."
