Grant Shapps, the former chairman of the Conservative Party, finally stepped down from his government post today (28 November) as Minister of State for International Development. His reputation hung in the balance after he was accused of failing to prevent bullying within the Conservative Party's youth wing, following tabloid reports that had linked the group to the suicide of 21-year-old activist Elliott Johnson.
