At the time, Al-Hanooti was regarded as a respected figure within the local Muslim community, though US intelligence later linked him to Islamist groups.

Mills, a decorated Army veteran who served in Iraq, said he was unaware of Al-Hanooti's controversial history when he agreed to the ceremony. The wedding, he said, was conducted to help his wife obtain documentation for travel to Iraq to visit a sick relative.

Who Is Rana Al Saadi?

Rana Al Saadi is an Iraqi-American with a background in national security. She served in advisory roles during the Trump administration and co-founded a defence and security company, PACEM Solutions International, along with its manufacturing arm, PACEM Defence. The company has supplied equipment and training to the US government and allied nations, and both Mills and Al Saadi held leadership positions.

While Mills has publicly stated that he no longer plays an operational role in PACEM following his election to Congress, questions remain over whether he has formally divested from the company.

Al Saadi herself has a strong academic and professional record. She earned a degree in English from Baghdad University and later obtained an Executive MBA in the United States. Her bio states that she held multiple senior executive positions and served with the U.S. Department of State as an Advisor and the U.S. Department of Defence as a Translator/Analyst in Iraq.

Mills has claimed that he and Al Saadi have been separated for three years and are in the midst of divorce proceedings. However, no official divorce filings have been publicly located, despite the couple's high-profile status.

Records also show that Mills and Al Saadi purchased a lavish estate in Northern Virginia for approximately $4.2 million in 2017. The nearly 11,000-square-foot property, acquired shortly after PACEM's founding and Mills' tenure as a State Department contractor, has been listed for sale four times — most recently in July 2021. It was pulled off the market in January but has yet to sell.
