The case has drawn national scrutiny because Dingus is an elected official already facing unrelated criminal charges. Court proceedings now place his political future and legal freedom under intense examination as prosecutors move forward.
Criminal Allegations Stem From Hidden Camera Evidence
According to an incident report filed by the Richland County Sheriff's Office, the investigation began on Jan. 13, 2026 when children's services alerted deputies to video evidence allegedly showing an adult male entering a juvenile's bedroom and handling her clothing. The footage had been captured after the teenager installed a small surveillance camera because she suspected someone had been entering her room while she was away at school.

Investigators later interviewed the girl at her high school alongside a children's services representative. She told authorities that her phone received a motion alert shortly after she left home that morning. When she reviewed the recording, she reported seeing Dingus pick up multiple pairs of her underwear and smell them.
Law enforcement documents state that children's services referred the matter immediately for criminal investigation. Deputies subsequently reviewed the footage and prepared charges alleging two counts of voyeurism under Ohio law. The alleged victim is described in records as a minor who had been staying at the residence where Dingus lived.
Investigators allege the conduct occurred on more than one occasion during January, with video recordings forming the central evidentiary basis for the case. Authorities said the evidence was sufficient to pursue criminal summonses, which were later served before Dingus's arrest on Feb. 13.
Arrest, Court Appearance and Bond Conditions
Dingus, 48, appeared before Mansfield Municipal Court shortly after his arrest and entered a plea of not guilty to both voyeurism charges. Court records show bond was set at £7,400 ($10,000), with the mayor required to post a percentage for release.
As part of the release conditions, the presiding judge ordered Dingus to wear a GPS ankle monitor and prohibited any contact with the alleged victim. The restrictions remain in effect while the case proceeds through pre-trial hearings.

Investigators indicated that deputies attempted to arrange an interview with Dingus during the inquiry, but the meeting did not occur after legal counsel intervened. Prosecutors later authorised formal charges following consultation with the county prosecutor's office.
Sheriff's records referenced in the charging documents state that authorities were first alerted through child protection channels rather than a direct police complaint, underscoring the involvement of safeguarding agencies from the earliest stage of the investigation.
Prior Legal Troubles
Dingus has served as mayor of the village of Butler since 2022, first assuming office after a vacancy and later winning election to a full term in the community of fewer than 1,000 residents. Public voter records identify him as a Republican officeholder.
The voyeurism charges arrive while Dingus remains entangled in a separate criminal case stemming from a 2025 incident in which prosecutors allege he struck a fleeing suspect with his vehicle during a police pursuit. He has pleaded not guilty in that matter as well, and the injured individual was reported expected to recover.
Court timelines show that the alleged voyeurism offences occurred while Dingus was already out on bond in connection with the earlier case. Investigators noted this overlap in charging documents reviewed during arraignment proceedings.
Local officials have not announced formal removal proceedings, but municipal governance experts note that Ohio law allows elected officials to remain in office while criminal cases are pending unless removal actions or resignation occur. No public resignation had been filed as of late February.
Under Ohio statutes, voyeurism charges generally involve knowingly invading another person's privacy for sexual gratification without consent. Prosecutors must demonstrate intent as well as unlawful intrusion into a private space, meaning video evidence will likely play a decisive role if the case proceeds to trial.
