Mayor of Rio de Janeiro, Eduardo Cavaliere, took to X on 22 March 2026 to announce that 'Chappell Roan will never perform at Todo Mundo no Rio' while he is in charge of the city.

The decision followed a highly publicised dispute that reportedly involved the singer's security team and Jorginho's wife and stepdaughter.

The news came after Todo Mundo no Rio, an annual international music megashow held on Copacabana Beach, confirmed its 2026 line‑up with headliners including Shakira set to perform in May. This free-to-attend cultural festival was established in 2024 to turn the city into a global showcase for major artists and draw crowds in the millions.

What Happened in São Paulo

The controversy began in São Paulo during the 2026 Lollapalooza Brasil, where Roan was performing as part of her ongoing tour.

According to Brazilian footballer Jorginho Frello—a World Cup winner and former midfielder for clubs including Chelsea and Arsenal—an incident occurred in a hotel where his family was staying.

In an Instagram post, Jorginho described how his 11‑year‑old stepdaughter, a fan of Roan, was reportedly confronted by a member of her security detail. Jorginho said that his daughter, who had made a sign showing her admiration, simply walked past Roan at breakfast, smiled, and returned with her mother.

He claims the security guard then accused the family of harassment in an aggressive manner, leaving the child 'in tears.'

Jorginho wrote that his daughter had been 'incredibly excited' to see the singer and that no interaction beyond recognition and a smile had occurred. He criticised the response as 'disproportionate,' emphasising that artists should appreciate fans who 'build all of this.'

Roan herself did not directly address the situation at the time, but during her scheduled performance later that day, she publicly thanked her band, crew, and security in front of the Lollapalooza crowd.

Some saw it as a routine acknowledgement that artists often give to their teams; others saw it as tone deaf, given the surrounding circumstances.

Mayor's Response: Ban Chappell Roan

Within hours of Jorginho's post circulating widely, Mayor Cavaliere responded on X in Portuguese: "' mean that as long as I'm in charge of our city – this young lady @ChappellRoan will never perform at Todo Mundo no Rio! I doubt that Shakira would do that! By the way, @FrelloJorginho, your little one is already the guest of honour from the organisation in May!'

The mayor's statement was interpreted by many as both a defence of the young fan and a symbolic rebuke of perceived poor treatment by Roan's team. It also offered a gesture to Jorginho's stepdaughter by naming her a guest of honour at the upcoming festival.

Todo Mundo no Rio has featured artists such as Lady Gaga and Madonna in previous editions, cementing its status as a marquee event in Brazil.

Public Reacts to Mayor's Decision

Fans have reacted strongly with mixed opinions. Some supported Cavaliere, saying it was right to protect a child from being intimidated. Others warned against judging too quickly, pointing out that Roan's side of the story hasn't been heard and the situation is not fully clear.

Many comments questioned how celebrity security teams handle fans and whether guards sometimes overreact.

Roan, known for setting clear boundaries with her audience, now faces public scrutiny over how her team managed the incident. So far, the Good Luck, Babe! singer and her management have not made a statement about the mayor's ban. The hotel and festival organisers have also remained silent.
