Britain and NATO Allies Foil Reported Russian Drill To Disable Arctic Cables Without a Trace
Reuters says GUGI submersibles were prevented from completing a suspected sabotage exercise, as NATO strengthens surveillance of vulnerable seabed infrastructure

Russian deep-sea vessels were reportedly intercepted practising how to disable critical undersea cables in Arctic waters, in an operation that brought Britain, Norway and the United States together to confront a suspected Russian sabotage capability.
The exercise took place near the remote Svalbard archipelago in the spring of 2026, according to an exclusive Reuters report citing two Western officials.
The Russian vessels were prevented from completing the exercise and eventually left the area. No cables were damaged during the reported operation, and IBTimes UK has not independently verified the claims in the Reuters report.
The Operation Focused on Subsea Cable Technology
Western officials reportedly assessed that the technology was designed to disable subsea cables without leaving obvious evidence of an attack, according to Reuters.
The exercise was conducted by Russia's Main Directorate of Deep-Sea Research, known as GUGI, a secretive military organisation that Western governments have previously accused of developing capabilities to survey and potentially attack critical underwater infrastructure.
The cables around Svalbard are particularly important because two fibre-optic lines, each about 1,400 kilometres long, connect the Arctic archipelago with mainland Norway. They reach depths of about 2,700 metres and serve SvalSat, the world's largest satellite ground station, carrying large amounts of satellite data.
The confrontation comes as NATO increases surveillance of vulnerable seabed infrastructure amid growing fears that Russia could use covert operations to test the alliance's response without immediately triggering open conflict.
The area also has strategic importance because Russian submarines based on the Kola Peninsula can cross the Bear Gap between Svalbard and mainland Norway before reaching the North Atlantic.
Russian Submersibles Were Confronted Near Svalbard
According to Reuters, Russia's GUGI used deep-sea submersibles to simulate deploying the suspected sabotage technology. The precise method was not disclosed by the Western officials, who also declined to explain how the technology works.
Britain, Norway and the US tracked the Russian vessels and confronted them at sea. The operation prevented the Russian side from completing its exercise, after which the vessels left the area, while British and Norwegian officials took their findings to Moscow to show they were aware of the technology, according to the Western officials.
The development follows an earlier British disclosure in April 2026 that Russian GUGI vessels had been operating around critical underwater infrastructure in the North Atlantic.
The UK Ministry of Defence said at the time that GUGI vessels are designed to survey underwater infrastructure during peacetime and could be used to damage or destroy it during conflict.
In April, Britain said it had tracked GUGI-associated Russian vessels around the clock before they returned to Russia. Norwegian Defence Minister Tore Sandvik said the latest joint operation sent a clear message that Russia could not operate covertly.
'We have made it unequivocally clear to Russian authorities that any attempt to target our critical infrastructure will be detected and met with consequences,' Sandvik said, according to Reuters.
Russia's Defence Ministry did not respond to Reuters' request for comment, while the Kremlin has consistently denied conducting sabotage operations in NATO countries or plotting confrontation, Reuters reported.
Why the Arctic Cables Matter
The Svalbard cables are strategically important because they support the transfer of satellite data from SvalSat, making the infrastructure important to scientific, commercial and security operations.
Subsea cables also carry the overwhelming majority of international communications and underpin banking, trade and other essential services, with the British government saying more than 99 per cent of international data traffic travels through them.
That dependence makes the seabed an increasingly important security concern. NATO launched Baltic Sentry in January 2025 after a series of incidents involving critical undersea infrastructure in the Baltic Sea, using frigates, maritime patrol aircraft, naval drones and other surveillance capabilities to improve detection and deterrence.
NATO's Arctic Response and Operation Atlantic City
The latest incident also comes as Britain and its allies strengthen their presence in the High North.
British, Norwegian and US forces held Operation Atlantic City on Jan Mayen from 26 August to 4 September 2026, part of NATO's Arctic Sentry activity.
The strategic concern extends beyond any single cable. Reuters reported that Western officials are increasingly worried Russia could test NATO's collective-defence commitments through limited acts of sabotage that remain below the threshold of conventional warfare.
For now, no physical damage was reported from the Russian exercise. But the confrontation demonstrated that NATO is increasingly treating activity around seabed infrastructure as a security issue requiring surveillance, rapid coordination and, where necessary, direct intervention.
The confrontation near Svalbard is the latest indication of growing concern over Russian activity around critical seabed infrastructure in the Arctic. Whether the interception changes Russian behaviour will depend on whether Moscow believes the West's detection capability is as comprehensive as the operation suggests.
