'Abuse of Power': Al Green Moves to Impeach Trump Over Controversial ICE and CBP Enforcement Fatalities

Texas Democrat Al Green has introduced new articles of impeachment against President Donald Trump, accusing him of abusing his office over a series of controversial ICE and CBP enforcement fatalities.

In a resolution filed on Monday, the Texas representative alleges the president has directed federal immigration agencies to act as unaccountable paramilitary forces, thereby committing high crimes and misdemeanours. The filing characterises the handling of these agencies as an abuse of presidential authority.

New Impeachment Bid Tied to ICE and CBP Deaths

Democrats have escalated demands for the White House to overhaul its immigration tactics following a series of high-profile civilian deaths. These fatalities, involving both US citizens and immigrants, have sparked debate over how aggressively the party should confront the administration ahead of the 2026 midterm elections.

Green's filing heavily criticises the administration's interior immigration enforcement tactics. The resolution formally accuses Trump of failing to uphold his constitutionally mandated oath to preserve, protect and defend the US Constitution.

The Texas lawmaker claims the president is abusing his authority by running United States Immigration and Customs Enforcement (ICE) alongside Customs and Border Protection (CBP) as 'vicious, quota-driven' entities.

The official document alleges these agencies operate with anonymity and secrecy, assaulting individuals and covering up unjustified civilian killings with impunity.

Green's resolution states such actions are terrorising communities and 'wantonly devolving the United States democratic republic into an authoritarian regime'.

The articles name four individuals who died at the hands of immigration officials in 2026. In January, an immigration officer fatally shot 37-year-old Renee Good, a US citizen and resident of Minneapolis.

Weeks later, border agents in the same city killed Alex Pretti, another 37-year-old American citizen who worked as an intensive care nurse. More recently, ICE officers shot Lorenzo Salgado Araujo, a Mexican immigrant, in Houston, alongside the July death of Johan Sebastian Duran Guerrero.

These incidents, the resolution notes, are presented as examples of alleged violations of First Amendment rights to free speech and a free press.

The filing also argues the administration violates Fourth Amendment protections against unlawful searches and defies Fifth and Fourteenth Amendment guarantees of due process by encouraging racially targeted arrests.

A Long History of Moves To Impeach Trump

Green has a history of forcing floor votes on impeachment. During Trump's first term, the congressman was the first Democrat to introduce impeachment articles, long before party leadership endorsed the strategy, citing the president's response to the 2017 white supremacist march in Charlottesville, Virginia.

His more recent legislative efforts have faced opposition. In June 2025, Green filed a resolution to impeach Trump after the US launched military strikes on Iranian nuclear sites without congressional authorisation.

The lawmaker forced a floor vote, but the measure was scuttled in a 344–79 decision, with top Democratic leaders siding with Republicans to dismiss it.

Trump has already been impeached twice by the House of Representatives, once in December 2019 and again in January 2021, with the US Senate ultimately acquitting him on both sets of charges.

Political Setbacks Shape Green's Final Term

This latest push follows a series of political setbacks for Green. In February, he was escorted out of the House chamber during the State of the Union address after holding up a sign reading, 'BLACK PEOPLE AREN'T APES' as the president arrived.

The protest responded to a since-deleted, AI-generated social media clip posted by Trump depicting Barack and Michelle Obama as primates.

In May, Green lost his Democratic primary runoff for Texas's 18th Congressional District to Representative Christian Menefee, signalling the impending conclusion of his long tenure in Washington.
