Authorities Investigate Cause Of Fatal Crash As Questions Arise Over Who Had The Right Of Way

A summer day on Biscayne Bay turned tragic on Monday, 28 July, when a youth sailing camp boat collided with a construction barge near Hibiscus Island, killing two children and leaving two others critically injured.
The incident involved a small sailboat carrying five young girls and a teenage counsellor, all part of a summer program organised by the Miami Youth Sailing Foundation, in affiliation with the Miami Yacht Club.
The collision threw all six occupants into the water. Emergency responders from multiple agencies swiftly launched a rescue operation, but two children could not be saved.
Two Children Killed, Two Hospitalised After Deadly Crash
The sailboat was carrying one 19-year-old camp counsellor and five girls aged between 7 and 13. According to CNN, the youngest, a 7-year-old girl, and the oldest, a 13-year-old, were both pronounced dead after being rushed to Jackson Memorial Hospital.
Two others, aged 8 and 11, remain in critical condition. The fifth child, aged 12, and the counsellor sustained non-life-threatening injuries.
The collision occurred around 11 a.m. when the sailboat was struck by a barge carrying a crane and pushed by a workboat. The impact overturned the vessel, plunging all six aboard into the waters of Biscayne Bay. The sailboat remains submerged beneath the barge as investigations continue.
Miami Beach Fire Rescue, Miami-Dade Fire Rescue, City of Miami Fire Rescue, the Florida Fish and Wildlife Conservation Commission (FWC), and the US Coast Guard all responded to the emergency.
Miami Youth Sailing Foundation Expresses Grief
In the aftermath, the Miami Yacht Club Youth Sailing Foundation released a statement expressing its deep sorrow over the tragedy and affirmed its cooperation with authorities.
Emily Copeland, Commodore of the Miami Yacht Club, said in a statement via WLRN:
'The entire MYC family is devastated by this terrible tragedy. We are working with FWC and the Coast Guard as they lead their investigation. We respect the families' privacy and are not releasing further details at this time.'
Captain Frank Florio, Commander of Coast Guard Sector Miami, also extended his condolences:
'Our hearts are with the families. The Coast Guard will conduct a thorough investigation to determine causal factors and help prevent future tragedies. We remain committed to accountability and safety at sea.'
The Florida Fish and Wildlife Conservation Commission likewise extended its deepest sympathies to the affected families.
Who's to Blame, Sailboat or Barge?
Navigational rules in the US generally give sailing vessels the right of way over engine-powered boats. However, exceptions apply when encountering vessels 'restricted in their ability to manoeuvre,' such as barges performing work or in narrow channels.
Both parties must maintain a proper lookout and safe speed, and either vessel must take action to avoid collision if necessary. Local maritime attorneys emphasise that fault will depend on detailed facts: positions, speeds, watchfulness, and ability to avoid danger.
One lawyer said: 'There should have been a proper lookout and proper speed to avoid forcing evasive action.' Another noted: 'Determining avoidability rests on when and where the boats saw each other, their speeds, and potential to steer clear.'
Investigation Still Ongoing
The Coast Guard and the Florida Fish and Wildlife Conservation Commission are jointly investigating. A 250-yard safety zone has been established at the site, with the sunken sailboat still beneath the barge. Investigators are reviewing video footage, gathering witness and party statements, and analysing all evidence to establish what led to the collision.
Captain Florio reiterated the commitment to a 'thorough investigation' focused on identifying causes and steps to prevent future incidents. Authorities have not yet assigned blame publicly. The community awaits answers while supporting the affected families in this heartbreaking time.
