JD Vance faced a painfully quiet room during the first meeting of President Donald Trump's so-called 'Board of Peace' in Washington, D.C., on Thursday.

During his speech, the Vice President tried to make a joke about Congresswoman Alexandria Ocasio-Cortez's stumble at the Munich Security Conference. Instead of laughter, the audience stayed silent.

The awkward moment quickly became the event's headline, overshadowing discussions about global security and plans for Gaza.

How the Joke Happened

Vance began by recalling Trump's praise at the start of the session. He said he 'knew exactly what I wanted to say' but felt pressure after Trump called him smart.

Vance referenced Ocasio-Cortez freezing for 20 seconds in Munich and said he was 'tempted, sir, just to freeze, for 20 seconds, and just stare at the cameras.'

He implied that such a pause might earn him similar compliments.

The joke landed flat. No one in the audience laughed. The microphones picked up nothing. Observers said Vance's joke about Ocasio-Cortez felt forced and awkward.

But Vance didn't set up the joke by himself.

Earlier in the meeting, Trump sharply criticised Ocasio-Cortez. He called her 'an embarrassment to our Nation' and claimed she had made 'a fool' of herself in Munich. Trump also praised Vance's college speaking skills against hers, saying: 'AOC, she was unable to answer a simple question. And she could have said, 'Well, I'm studying it, and I'll report back to you next week.''

This set a tense, highly partisan tone for the rest of the event. Only this time, Vance's attempt at humour stood out awkwardly in the charged atmosphere.

What the Board of Peace Is

Trump's Board of Peace is a self-styled initiative for global security and reconstruction in conflict zones like Gaza. Membership requires a permanent fee of $1 billion (£830 million).

The inaugural meeting included Trump loyalists but no European allies. With branded merchandise, like 'U.S.A.' hats, democrats and critics emphasised that it was all pageantry over diplomacy.

Analysts suggest Vance's joke misfired because it relied on political controversy rather than relatable humour, like Barack Obama's.

What Was Discussed in the Event?

According to the Daily Beast, the event focused on President Trump's vision for global security and reconstruction in conflict zones, particularly Gaza. Officials described the initiative as a forum to promote stability, encourage investment, and coordinate international aid. The meeting included presentations on Trump's past foreign policy achievements.

There were also discussions about ongoing plans to rebuild infrastructure in war-affected areas.

Attendees were mostly Trump loyalists, including former campaign aides, political donors, and self-styled 'peace ambassadors' who had paid a $1 billion (£830 million) membership fee for permanent participation.

Speakers outlined how members could contribute to reconstruction efforts and give input on policy recommendations. There were discussions about the challenges of securing Gaza and coordinating resources for rebuilding. The goal, organisers said, was to combine public and private support to make a tangible difference.

Despite the serious topics, the meeting felt very staged. Branded merchandise, flags, and logos made the event look more like a performance than a working forum. Observers noted that while policy points were raised, the format prioritised optics and loyalty.

While plans for rebuilding Gaza were mentioned, the meeting was more about signalling allegiance and showing off the initiative than detailed policy work. Plus, Vance's 'awkward' joke.
